Name: James M. Ashley
Reason: He was a U.S. Congressman from Toledo, that served from 1858 to 1868. He fought to stop legislation in Congress to permanently legalize slavery in 1861. He proposed and secured Emancipation for the District of Columbia in 1862. He also proposed legislation to repeal the Fugitive Slave Act of 1850 in 1863. He porposed the 13th Amendment to the U.S. Constitution in 1863 and he fought to secure it's passage in 1865. A famous quote by James Ashley is "If Congress cannot abolish slavery... no power on Earth can."
